The fox is watching the henhouse!
The government regulators that are supposed to set the rules are good friends with the broadcasters who are supposed to follow those rules. In fact, they often go to work for each other.
The staff who work at regulatory bodies have to come from somewhere, and they have to go somewhere once they leave those regulators. And they come from and go to the same place – broadcasters. They aren’t really interested in fundamental change. It’s too risky for their future job prospects and the health of their industry contacts.
